Tiny Houses on Wheels (THOW) and Skids (THOS) face regulatory challenges at the National, State, and Local levels. The trailers used for THOWs must adhere to the Vehicle Standards Bulletin VSB1 Revision 6. The National Construction Code (NCC), specifically the Building Code of Australia (BCA) Volume 2 2019, establishes performance requirements and standards for the construction industry. BCA Volume 2 focuses on housing and allows for state variations based on factors like climate, definitions, accessibility, administering agencies, and other regulations. Currently, tiny houses on wheels are not required to comply with the BCA since they do not fit the BCA's classification of a permanent structure. While tiny house builders and DIY builders can use the BCA as construction guidance, obtaining a building permit is not mandatory.
Local councils with tiny house policies and regulations
The Shire of Esperance is a trail blazer, developing the first local planning policy specifically for tiny houses in Australia in 2022.
Meanwhile in Victoria, the Surf Coast Shire Council has approved a 2 year trial of tiny houses on wheels occupation.

The unit can be transported as the flat pack system and constructed on site.
